That scene was a total flop to me given the fact that it ends with the guy choosing to shoot the only non-Americans and letting all of the Americans live, regardless of what “kind” they were??? It basically reinforces the complete opposite point than it seems to be trying to make?
My recollection is that he killed the non-American first (to set dramatic tension), but was planning on killing the rest and just looking for an excuse. They escaped before he was able.
He was absolutely going to kill everyone. He was a stereotype extreme (maybe) of people we have in reality, pushed to the edge and making the choice because they have the gun.
