I take it to mean that trump failed, lost, and made things worse for the world and his own country, so now he doesn’t want to play anymore because he is being exposed as a big fat loser.

That control in turn can be used both for economic advantages (for the imperialist, mind you, not for the exploited) and to establish proxies as defense against other imperialists. The former benefits the treasury; the latter national security.
