Tenor.com has lots of GIFs, and there’s a “CAPTION” option there
https://ezgif.com/add-text allows you to upload or give URL of a GIF, then add text to it. At the end you can convert to MP4 for smaller file size.
E.g. I did the Tenor way first time, got a GIF of 5.6 mb! 2nd time, I put the URL for the Tenor GIF into EZGIF, added the text there, & afterwards converted to MP4 to get a 440kb file. Kinder to fediverse hosts than a 5.6mb file!

Oh for sure. I imagine it would be pretty difficult without having them like, baked into the gif when it gets made.
