      And the concern is what exactly? Letting allies train on our military base? Spell it out.

        An excuse used to commit atrocities before was that it was not illegal because it happend outside their legal jurisdiction.

        This situation opens up a ton more wiggle room.

        That could be a simple, well we didn’t do the illegal acts, they did and they are under their own nations jurisdiction (as is often the case for military on foreign land)

        Or a more complex secret trade of prisoners where detained from Qatar are brought to the US for their soldiers to practice legal torture while Americans are send to Qatar where US troops also commit legal torture.

        It does not need to make total sense as long as the question can be spun around “how is this legal” as a distraction for the actual ethical horrors they purposely employ.
