The important thing to note here is that it’s not a plan so much as a tendency for when incompetent people get in power.
All the structures of our Government are in such a way as to make wars of regional conquest the easy choice for anyone in leadership. It’s the machine Bush & Son built, and Obama fine tuned. But this administration is too stupid to just sit in the drivers chair and accept the structural limits that allow the status quo to keep chugging along. They run into experienced technocrats who tell them, “no, things start breaking if you push this too far here here and here, scale back and do this instead” and they throw a fit.

All Trump had to do in Covid was make one speech. “I am not a scientist or a doctor. I am a smart businessman who has hire the best people to cope with this situation. Just do what my friend Dr Fauci says and we’ll be fine.” He’d have been reelected by a landslide.
