In the Fascism 1.0 era, fascists were not about keeping people out. Quite the opposite. They were about (a) keeping people in (e.g. in Italy) and (b) expanding borders outwards to create lebensraum/spazio vitale and then either forcibly assimilate, expel or …exterminate.
