          On a tiny scale. What like 3 local governments or less? Even if it was literally all of Europe you wouldn’t have a point

            Correct, I live in Europe and my region signed a new deal with Microsoft that was 43.5 % more expensive per year than previous agreement. The region is also considering to buy a program from Oracle for hundreds of millions of Euro.

            But I really hope it is much better in other regions and cities.
